Biography

Mr Andrew Jaggers PSM commenced as Managing Director at Defence Housing Australia (DHA) on 4 February 2025. Prior to this appointment, he served as the Deputy Secretary of Business Enabling Services at the Department of Finance, following a six-year tenure as the Deputy Secretary of the Commercial Group.

Mr Jaggers has a proven track record in delivering significant property projects and was awarded a Public Service Medal (PSM) in 2023 for his work supporting the Australian Government response to the COVID-19 pandemic.

Key responsibilities

  • Operational affairs in accordance with the DHA Act and policies or directions of the Board.
  • Strategic direction and achievement against the Corporate Plan.
  • Compliance oversight with the Public Governance, Performance and Accountability ACT 2013, Public Service Act 1999, and other relevant legislation.
  • Key stakeholder relationship management with Shareholder Ministers, departmental Secretaries and the Chief of the Defence Force.
  • Leadership and oversight of organisational structure, staff and performance.

Biography

Mr Jorgensen began his tenure at DHA in August 2008 as the National Manager of Governance. Subsequently, he assumed the role of General Manager of Property and Tenancy Services in May 2012, followed by his appointment as General Manager of the Property Provisioning Group in August 2018. In February 2020, he was designated as the General Manager of Service Delivery. Prior to him joining DHA, Mr Jorgensen held several positions within the Department of Defence as a civilian and served as a member of the Royal Australian Air Force.

  • Tenancy and property management services for the DHA housing portfolio.
  • Management of maintenance services.
  • Management of DHA’s heritage and upgrades program. 
  • Administration of accommodation allowance and housing allocation services.

Mr Paul Groenewegen

Biography

Mr Groenewegen joined DHA executive in August 2018, initially as interim Chief Financial Officer (CFO) before being permanently appointed to the CFO position in September 2019. From July 1, 2025, he serves as the Executive General Manager Strategy and Transformation with the overall responsibility for guiding and implementing DHA’s strategic objectives, including its transformation agenda and stakeholder relationships. 

He is an experienced executive and consultant with a background in governance practice; strategy development and implementation; fiscal management; compliance and risk activities; and government operations involving regulation and policy. His previous roles include governance and review work with government and industry organisations, executive roles with prudential regulators and several financial management roles involving a range of functions from the oversight of whole of government payments through to the financial management of complex multiprogramming organisations.

  • Delivery, sustainment and security of DHA’s information technology environment and business systems transformation.

Ms Lisa Barlin

Biography

Ms Barlin joined DHA in September 2019 as Chief General Counsel and currently serves as Acting Chief Operating Officer. Prior to her time at DHA, she was a partner at law firms specialising in commercial litigation and government law. In addition to her legal career, Ms Barlin has spent the past 15 years serving as a director on several not-for-profit boards, representing sectors such as education, health and safety, screen, and sports.

Ms Jo Abbot

Mr Shane West
Acting Executive General Manager, Property

Biography

Mr West joined DHA in February 2024 as Head of Provisioning and currently serves as Acting Executive General Manager Property.   

Mr West leads DHA’s national property leasing, acquisition, development, and construction activities along with associated commercial analysis, investor and marketing support. He is responsible for ensuring the right number and location of properties are secured each year to meet Defence’s operational requirements. 

Mr West brings extensive industry experience, including 16 years at PricewaterhouseCoopers (PwC), where he served as a Partner for seven years. Mr West held several leadership positions including Chief Operating Officer of the National Government Consulting practice and led the Federal Government Consulting practice.  

Prior to PwC, Mr West worked for the Department of Defence for six years in a range of finance-related roles.
