Generally, the asbestos trade will be used for Clearance Inspections, air monitoring, and the revision of the properties hazardous materials register report and online system.

Unit of measurement: 1 unit (1 per house or apartment).

Generally, the asbestos trade will be used for the removal of asbestos or asbestos containing materials. Removal work is guided by a separate scope of works informed by a hazardous materials inspection or plan.

the service provider must meet the requirements of all relevant work health and safety legislation in the State or Territory where the works are being undertaken, including The Work Health & Safety Act 2011 (Cth), The Work Health & Safety Regulations Chapter 8 – Asbestos (Cth), and relevant Codes of Practice.

FLCSOR012

Renew carpet, supply and install solution dyed 26oz, 100% nylon, including underlay.

Generally, full house carpet laying will be done in a vacant home. Any movement and relocation of furniture may be identified as additional works.

• The Contractor is required to provide one book of samples of the tendered product on acceptance.
• The Contractor is required to notify DHA immediately if the tender product is discontinued.
• The Contractor is required to tender a product which is available for supply within 5 business days of request.
• If approved by DHA, the Contractor may ‘loose’ lay carpet without underlay to robes where the floor is not continuous with the adjoining room. In this case the carpet will be calculated at the usual m² rate.

• Carpet specifications: When the following carpets are selected by DHA, the Contractor must purchase the carpets to satisfy the standards listed below:
  
  Carpet type can be Cut Pile Twist, Plain Level Loop, Modulated Loop and Modulated Level Loop, or similar, all are acceptable styles of carpet, as nominated.

FLCSOR020

Extra over, install

Generally, the floor covering cleaning trade is allocated works for floor cleaning services that require industry designed machinery to remove dirt, grime, stains, and discolouring of floor coverings/surfaces throughout residential dwellings. Works must be performed to a professional industry standard as seen by DHA. 

Generally, floor covering cleaning will be done in a vacant home. Any movement and relocation of furniture may be identified as additional works.

The below specifies the floor covering surfaces usually found in a DHA service residence.

• Tiles and Grout
• Vinyl
• Stone
• Timber Laminate
• Anti-Slip Surfaces
• Carpet

The specifications and work covered under this trade includes, but is not limited to:

• Professional floor cleaning, deodorising or condition reporting of the floor coverings or services.

After Hours means any times outside of normal hours, including public holidays.

Generally, a carpet black light inspection will be done in a vacant residential dwelling.

• Conduct an inspection of the carpets with black light equipment for evidence of urine/moisture.
• A written report to be provided with an invoice, within 72 hours of the Contractor’s attendance (appointment date).

Unit of measurement: whole dwelling (incl. GST)

Extra over whilst on site rate implies the Contractor is already on site completing other works on FCCSOR014 Steam clean all carpeted areas in whole dwelling.

• This rate only applies for heavy stain removal, pet hair/urine treatment, including deodorizing.

Unit of measurement: per room (rooms up to 20m²) (incl. GST)

Generally, cleaning will be done in a vacant home.

• Steam clean floor tiles/grout with industry designed machinery to remove dirt, grime, stains, and discolouring of floor coverings/surfaces in a residential dwelling to a professional industry standard as seen by DHA.

Unit of measurement: per room (rooms up to 20m²) (incl. GST)

Generally, cleaning will be done in a vacant home.

• Steam clean floor tiles/grout with industry designed machinery to remove dirt, grime, stains, and discolouring of floor coverings/surfaces in a residential dwelling to a professional industry standard as seen by DHA.

Unit of Measurement: dwelling size (incl. GST):

• 1-2 bedroom house
• 3-4 bedroom house
• 5-6 bedroom house
• 7-8 bedroom house

Generally, all carpet steam cleaning will occur in a vacant dwelling shortly after the property has been professionally cleaned by a DHA property cleaning Contractor.

• All carpet cleaning is to be completed in accordance with the Australian Standards (AS3733:1995).
• The steam cleaning schedule of rates are for full dwelling steam cleans. The rate is calculated via any combination of the DHA potential dwelling locations with carpet.

Contractors should note when providing schedule of rates, that miscellaneous spaces such as entries, walk-in-robes and study nooks will not be calculated as an additional location and must be inclusive to the Contractors’ per location rates.

Hallways will be grouped and will be calculated as a single location per dwelling. 

Stairs will be calculated as a single location per dwelling.
 

The example below is for a 4 bed property with 7 carpeted locations in Bed 1, Bed 2, Bed 3, Bed 4, hallway, family, and living room.

Contractor rate incl. GST for a property, with a total of 7 carpeted locations as per guides provided.

Generally, the grounds maintenance (GM) trade is allocated works to maintain and improve the presentation of the lawns, gardens, trees and shrubs to a good/excellent condition during the vacancy of a serviced residence. 

The specifications and work covered under this trade includes, but is not limited to:

• mowing and edging of lawns;
• removal and disposal of weeds;
• removal of all tree, shrub, plant and lawn clippings;
• pruning plants/shrubs/trees that have a cutting point under 2.5m;
• chemical treatment of weeds on vacant properties;
• clearing the letterboxes of junk mail and advising DHA if the letterbox is almost at capacity;
• installation of temporary above ground watering systems with a tap timing system (on a loan basis during the vacancy of a property);
• fertilizing lawns;
• mulching;
• planting of minor shrubs and plants;
• maintenance of synthetic turf.

• If a Contractor finds the property in an unreasonable condition, they must seek approval to upgrade the work order either within the 24-hour period prior to the work order target start date or within the 24 hours post the work order start date. The approval must be provided from DHA prior to the commencement of works.
• Extra over GMASOR012, and/or GMASOR013 generally will be used in conjunction with GMASOR007, GMASOR008, GMASOR009, GMASOR010 or GMASOR011.
• Grounds maintenance will generally be carried out on vacant dwellings.
• Mow and edge lawns for the whole site including verges. Present in a clean/tidy state.
• All lawn areas to be mowed including council verges, remove all clippings from site, clean all paths, pergolas and driveways.
• Maintaining grounds: Weekly maintenance SORs are used when the grounds are to be maintained for a number of weeks. This work will be continuous over the vacancy period.
• Yards and council verges need to be presented in good/excellent condition for the occupation date. Mow and edge lawns, weed gardens as required.
• Frequency of mowing to suit local conditions to keep the grounds in a tidy state. Prune plants/shrubs back to the confines of the gardens. Remove dead branches/plants. Weed gardens, stones, paths and pavers.
• Chemical treatment may be used if time permits, for the weeds to be treated and removed prior to the target completion date. Otherwise hand weeding will be required. Remove the blooms of spent flowers. Gardens must be presented in a weed free and tidy state.
• Clear the letterbox on a weekly basis. Australia Post mail is to be left inside the letterbox. Junk Mail/ Newspapers are to be disposed of off-site.
• The Contractor must complete a vacant property maintenance log, detailing the work they have completed and the date on which it was completed. The log must be left in the meter box for DHA staff to inspect.
• Water areas as required to suit local conditions.
• The Contractor is to apply enough water to all lawns and gardens to improve the condition. Present the property in a green, healthy and tidy state on occupation. Contractors are to meet local water restrictions and requirements.

• Apply a suitable multi-purpose fertiliser to suit the local area, to improve the lawn condition. To be applied with watering or rainfall.

• Up to 300 m²
• 301m²- 750 m²
• 751m²- 950 m²

• GMASOR013 generally will be used in conjunction with GMASOR007, GMASOR008, GMASOR009, GMASOR010 or GMASOR011.
• Lawn weed spray: Apply selective weed spray to lawns to eradicate unwanted weeds. To suit local conditions.

• Up to 300 m²
• 301m²- 750 m²
• 751m²- 950 m²

Generally, the gutter cleaning trade is allocated the works for the cleaning of gutters, that cannot be reached with a standard 1.8m ladder at a residential dwelling. Having in-house machinery/ability to conduct gutter vacuum cleaning services is desirable but is not compulsory for this trade group. 

The specifications and work covered under this trade includes, but is not limited to:

• clearing debris from the roof valleys, box gutters and entire roof;
• cutting back any minor overhanging tree branches to reduce the need of gutter cleaning

WH&S requirements apply, particularly in areas where it is common for 2 storey dwellings.

Contractors must consider the above when tendering their hourly rate.

Generally, the hazardous materials trade is allocated works to inspect, sample, lab test and reporting on hazardous materials that may be present in a DHA service residence. 

Hazardous materials include but not limited to; asbestos, lead, silica, Ozone depleting substances, Per- and Polyfluoroalkyl substances, Polychlorinated Biphenyls, Synthetic mineral fibres. Generally, the hazardous material should be listed in the Workplace Exposure Standard from Safework Australia.

• Asbestos Containing Materials means any material or thing that, as part of its design, contains asbestos.
• Asbestos means the asbestiform varieties of mineral silicates belonging to the serpentine or amphibole groups of rock forming minerals including the following: actinolite asbestos; grunerite (or amosite) asbestos (brown); anthophyllite asbestos; chrysotile asbestos (white); crocidolite asbestos (blue); tremolite asbestos; a mixture that contains one or more of the minerals referred to above
• Silica - DHA follows the definition of Silica from Safework Australia meaning  engineered stone is an artificial product that:

a) is created by combining and heat curing natural stone materials that contain crystalline silica (such as quartz or stone aggregate) with chemical constituents (such as water, resins or pigments), and

b) can be manipulated through mechanical processes to manufacture other products (such as kitchen benchtops).

Engineered stone does not include natural stone that has not been combined with other products or heat cured.

As part of this assessment, the service provider must meet the requirements of all relevant work health and safety legislation in the State or Territory where the works are being undertaken, including the Work Health & Safety Act 2011 (Cth), WHS Regulations, applicable codes of practice and Australian Standard. And must provide assessment services using, or as an ‘approved laboratory’.

Unit of Measurement: 1 unit (1 inspection).

The Hazardous materials T&M is an extension of the Hazardous materials SOR code. It has the same meaning; however where the SOR is limited to 20 field samples, the Hazardous materials time & material code can be used to expand the service.

The Hazardous materials T&M can also be used for remediation work which will be guided by a separate scope of works informed by a hazardous materials inspection or plan.

Unit of Measurement: per hour (incl. GST).

Generally, the landscaping trade is allocated works for the repairs or maintenance of a residential property’s lawns, garden beds, drainage systems and retaining walls.

Contractors, at times, may be required to quote larger scale new or upgrade works that differ from the general day to day repairs and maintenance services.

Contractors must consider the licence requirements as they differ between states and territories.

The specifications and work covered under this trade includes, but is not limited to:

• perform retaining wall works where required;
• turfing, mulching, planting of shrubs and trees;
• drainage, kerbing, paving and block work;
• basic earthmoving excavation.

Unit of Measurement: (incl. GST) per hour.

Generally, the painting trade is allocated works to paint a variety of previously painted surfaces during the vacancy period of a residential dwelling. DHA’s portfolio of properties include single, double or on occasion triple story dwellings.

Paint quality must be a manufacturer first quality premium paint, appropriate for the geographic location and approved by DHA. DHA has a preference to use acrylic paint both internally and externally to all surfaces.

Unless otherwise stated, or if not to an industry standard, it is DHA’s expectation that paint is applied to all previously painted surfaces with the same technique and same paint system. (Unless this is otherwise specified by DHA in writing).

Contractors must provide technical specifications of selected paints on request by DHA and use low sheen or washable paint throughout. Do not use Flat/Matt or similar type paints unless approval is specifically provided by DHA for touch-up work of previously painted Flat/Matt surfaces.

Colours are to match the existing colours or as directed by DHA.

Full internal/external painting will generally be done whilst the property is vacant.

For minor repairs to occupied and vacant properties, the time and material hourly rate will be used or a quote will be requested.

The specifications and work covered under this trade includes, but is not limited to:

• patching, stain removal, filling nail holes or any other defects with plaster;
• full internal and external painting;
• preparation prior to painting;
• scraping, sanding and wallpaper removal;
• caulking;
• drywall or wood repair/fill;
• scaffolding;
• staining and varnish works.

• highset cleaning internal/external of single, double, and triple story dwellings;
• mould treatment;
• cleaning of fixed house hold appliances;
• vacuum, sweeping, mopping of a range of floor surfaces;
• blind cleaning;
• rubbish disposal;
• high pressure hose cleaning of external surfaces (using an industry standard high pressured machine)

Light cleans are only required after the home has already been fully professionally cleaned. Light cleans are generally required when a property has been sitting vacant for a period of time and the home needs a refresh to be presented for occupation.

• This work requires the Contractor to check the home and complete any work that would generally be expected if a home had already been cleaned but had sat vacant for several weeks.
• DHA will notify cleaners when extra works are required. DHA will not remunerate the Contractors for works outside the agreed scope without prior approval.
• These works are not considered to be extensive, where a Contractor finds a dwelling that needs extensive work under this code they are required to contact DHA for a work order variation.
• The Contractor is to check the dwelling and complete any dusting, wipe down, cobweb/insect removal, floor cleaning, toilet and sink cleaning that may be required to present the property for occupation.
• Whole dwelling SORs are in three sizes. Up to 2 Bedroom, 3-4 Bedroom and 5-6 Bedroom. The Contractor is to clean all areas in these dwellings and is to allow an average for each SOR. All dwelling types are included in these sizes. (e.g. houses, apartments, townhouses, units etc.).
• Study room - For the purposes of measuring a dwelling size, a study room is considered to be a bedroom. i.e. A 4 Bedroom dwelling with a study, will be considered to be a 5 Bedroom dwelling.
• Whole dwelling SORs include garages, pergolas, patios, sheds, granny flats and out buildings.
• In this specification the term "fixtures" includes all items that are reasonably considered to be part of the property. Baths, tap ware, basins, pedestal, pan, cistern, drain wastes, soap dishes, troughs or tubs, laundry cabinets, shower bases, shower walls and screens, stoves, ovens, hot plates, grills, range hoods, light fittings, dishwashers, ceiling fans, air conditioning and heaters.
• Electrical or gas appliances are not to be disconnected by the Contractor. The cleaning Contractor must liaise with DHA and arrange for all appliances that are required to be disconnected for cleaning and reconnecting by a licensed electrical or plumbing Contractor in accordance with local supply authority requirements.
• Contractor materials and equipment: The Contractor must change cleaning cloths frequently. The use of scouring pads and the like is not to occur where their use may cause damage to the surface being cleaned.
• Treatment of mildew/mould: Where necessary, the Contractor must clean all affected surfaces with a suitable cleaning agent designed for mould treatment. The surfaces are then to be washed with clean water to remove any residue, and wiped dry.
• All cleaning must be completed to the satisfaction of DHA.
• Extra over CLNSOR015 will be used in conjunction with CLNSOR017, for additional storey to reach high gutters, eaves, windows and walls.

An end of lease clean will exclude the requirement to clean any newly painted surfaces internally and externally as the property will receive a full internal and external paint prior to the property clean being conducted. 

Defence tenants are required to maintain a regular standard of cleaning during their tenancy. At the time of departure there are specific responsibilities that need to be completed. 

• DHA will notify cleaners when extra works are required. DHA will not remunerate the Contractor for works outside the agreed scope without prior approval. 
• All cleaning must be completed to the satisfaction of DHA.

• All bench tops, vanities, wall tiles are to be thoroughly cleaned. All must be polished to a dry finish with no streaks.
• Floors: Non carpeted floors are to be swept and cleaned to remove grime, tiles and grout are to be mopped with a dry streak free finish.
• All internal/external areas and surfaces of robes, linen press, broom cupboards, kitchen cupboards and drawers are to be thoroughly cleaned.
• All door, architraves, skirtings, doorframes and furnishings must be wiped with a damp cloth to remove grime, marks and stains.
• External and internal surfaces of all window and/or glass must be cleaned and polished to a streak free finish.
• All shower glass must be cleaned and polished to a dry streak free finish with all calcium, soap and other deposits removed.
• Mirrors and all glazing frames must be cleaned and polished to a dry streak free finish.
• Blinds must be cleaned, removing stains, grime and marks. All dust must be removed from all blinds including tracks and cords.
• The internal and external surfaces of ovens, cooktops, dishwashers, air conditioners (including filters), heaters, fireplaces, and external flue surfaces, exhaust fans and range hoods, ceiling fans, light and fan switches, power points must be thoroughly cleaned to remove grime, marks and stains.
• The Contractor must thoroughly clean stoves both inside and out, including canopy, surrounds and removable parts, burners, trivets, hotplates, oven slides and other fittings that are to be removed, cleaned and/or replaced. The Contractor must clean exterior surfaces and removable parts with an approved cleaning agent.
• The internal and external surface of light fittings must be wiped down and insects must be removed from light fittings. All types of light globes (including standard bulbs, fluorescent lamp or tube, and down lights) should be replaced where missing or blown, where possible new energy efficient globes are to be supplied and installed.
• Any difficult light fitting replacements should be reported to the regional office (RO) for action.
• The Contractor must check that drain plugs are clean and available for each sink/basin in the property. Where plugs are missing, the Contractor is to supply suitable plastic plugs. Metal plugs if required, are considered an extra.
• Minor rubbish not exceeding one 25 litre garbage bag in volume must be removed.
• Unattached buildings (garage, carports, sheds) must be cleaned including sweeping of floors, removing cobwebs, dust walls, ceilings, doors, light fittings, switches, power points, shelving units and glass/windows.
• Unit/Townhouse internal cleans will include all patios and porches.
• All external surfaces, including but not limited to walls, eaves/soffits, meter boxes, doors, garage doors, clothesline, porches, patios, pergolas, balconies, garage, carport, balcony floors, concrete floors and driveways, paving, pool surrounds, glazing frames, sills, fences and gates must be cleaned with an industry standard high pressured hose to remove heavy grime, dirt and dust, grease and oil marks, and stains including mould and mildew.
• All windows and doorframes must be thoroughly cleaned to remove heavy grime, grease and marks. 
• External surfaces of gutters and downpipes must be cleaned to remove dirt, debris (such as cobwebs) and mould/mildew.
• The Contractor must notify DHA if the gutters and downpipes require cleaning. DHA will arrange appropriately.
• Flyscreens must be removed, cleaned and reinstalled. Security screens must be cleaned.
• Waste and recycling bins must be free from rubbish, cleaned and disinfected. Bins must be secured after cleaning in the garage or carport.
• All mould and mildew are to be treated as required.

The smoke alarms service trade is allocated works that addresses the installation and maintenance of smoke alarms in all DHA properties in line with the National Construction Code; Smoke Alarms.

• The Contractors must supply and install smoke alarm systems to Australian Standards and provide certificates of compliance for works undertaken to DHA properties. A licenced Contractor must install smoke alarm systems and related electrical. DHA requires that all new smoke alarm installations are photoelectric smoke alarm systems.
• Almost all DHA properties have hard wired smoke alarms installed. The replacement of expired/faulty alarms will not involve any wiring; it will be a simple replacement. If additional alarms or wiring is required, the Contractor is to contact DHA for a variation of their work order.
• Installation and maintenance of mains powered smoke alarm systems shall be undertaken by an appropriately licensed electrical Contractor.

The specifications and work covered under this trade includes, but is not limited to:

• call outs to repair faulty smoke alarms;
• replacement of faulty or upgrading of smoke alarms;
• testing and supply of a certificate of compliance for smoke alarms in residential properties.

General maintenance and repair work on, but not limited to, home security systems, cabling, fault identification including recoding of alarms.

Specialist electrical appliance repairs on, but not limited to, electric ovens, cooktops, rangehoods, dishwashers, clothes dryers, microwaves and electric heaters where they are part of the property. They are to be maintained in accordance with manufacturers' service guidelines.

A licence for the disconnection/reconnection of fixed electrical equipment is required in the relevant state/ territory.

DHA has a standard operating procedure for plumbers conducting flood pressure test for shower leaks.

• Conduct flood pressure test as per DHA's standard operating procedure (see attached PDF).

• Attach photos to DHA's Online Services when invoicing (within 72 hours of attendance).
• For urgent works required outside of the flood pressure test scope, please call the Maintenance Call Centre on 139 342 prior to conducting any additional work.

• Maintain pools that are all water types (saline, mineral and chlorine).
• Remove all leaf litter and other contaminants.
• Clean all filters.
• Test the water quality to ensure appropriate levels.
• Add chemicals if required.

• Add water to the desired height at the prescribed rate.
• Test water balance, pH, calcium hardness and total alkalinity levels.
• Inspect electrical service, filters, skimmers, drains, ladders, plugs, gauges and other important components of the system.
• Inspect tiles, grout installations and fibre glass surfaces and advise if further works are required.
• Skim pool water surface and vacuum pool bottom
• Backwash filter if necessary
• Shock pool water to breakpoint levels
• Add algaecide as required
• Empty skimmer and pump basket
• Record all maintenance completed and provide DHA with a recommended maintenance schedule for the pool.

• bathrooms, showers and other water damaged areas
• wall and ceiling plastering and painting
• structural repairs and associated reports
• concrete of slabs, footings and driveways
• floor sanding and finishing
• minor renovations
• other similar project work with multiple trades, as part of a residential property.

The work covered under this trade includes, but is not limited to:

• general maintenance, repair and replacement of all fence types and associated posts and gates
• demolition and removal of old fences and footings to an approved waste facility, where part of a residential property.

This schedule of rates covers the full internal and external inspection of a residential property in accordance with AS3660.2-2000 and AS4349.43 (timber pest inspection). It also includes completion of DHA's Online Pest Inspection Form at the point of invoicing and submission of a formal report of findings to DHA including photographs of any issues encountered. Where live termites are identified inside the dwelling, DHA must be contacted immediately. DHA may request further treatment options to protect the property after eradication of the initial infestation and if required, these will be quoted separately.

This schedule of rates covers the application of a general pest spray to the full interior of a residential property including the roof void and underfloor areas to eradicate fleas, spiders, cockroaches, moths, slaters, bees, wasps, carpet beetles, ticks and other insects/vermin/nests.
